WA Government CUA for Temporary Personnel Services (CUATPS2019)

The CUATPS2019 provides an efficient and cost-effective method to engage temporary personnel to meet temporary resourcing requirements. It consists of four categories: Clerical and Administrative, Technical & Trades, Professional, and Information & Communications Technology.

  • Pricing and Supplier Fees

    • The hourly rate for temporary personnel includes pay charge, superannuation, payroll tax, contractor on-costs, and gross margin.
    • Contractors may charge a spotter’s fee if a candidate is employed directly by a customer after working under an engagement.
    • Pricing is transparent and contractors cannot charge above the agreed CUA rates.

  • Minimum and Maximum Period of Hire

    • Minimum period of hire is generally four hours.
    • Temporary personnel should not be engaged for longer than 12 months unless specific conditions are met.
  • Extending/Renewing Orders

    • For assignments over 12 months, the contractor's gross margin rate is fixed at 5.14%.
    • Payroll fees are fixed at 5.14% of the normal time pay rate.
  • Engaging Staff Under the Scheme

    1. Determine the applicable category and role requirements.
    2. Contact contractors listed under the relevant category to obtain quotes and assess candidates.
    3. Use the Online Calculator and Invoice Checker to set a budget and compare pricing.
    4. Complete the Service Request Form (Part A) and send it to the chosen contractor(s).
    5. Confirm the engagement by completing Part C of the Service Request Form.
  • Supplier Listing and Updates

    • Information about approved suppliers is available on the WA Government website.
    • The list of contractors is continually updated as new suppliers are assessed and approved.
  • Dispute Resolution

    • Attempt to resolve disputes directly with the supplier.
    • If unresolved, escalate the issue to the contract manager or the Department of Finance, list on the WA Government Website.
